What does this rate measure?

It counts the offenses recorded by the police and gendarmerie in the commune where they were reported, divided by its population (by its number of homes for burglaries), for the latest year published by the French Ministry of the Interior. Recorded crime is not all crime: some victims never report it, and the figures also depend on police activity. Towns that draw many visitors (shopping centers, train stations, tourism) show higher rates, since rates are based on the number of inhabitants alone. Only towns with 5,000 or more inhabitants are ranked: below that, a handful of incidents can swing a rate sharply.
